Tragic news of the murder of Knysna's Ward 8 Councillor Aubrey Tsengwa, who was shot and killed late last night. He is the second councillor of that ward to lose his life under the same circumstances. ![]()

Western Cape police spokesperson Sgt Wesley Twigg said the shooting occurred at about 21:20 on Wednesday, 19 August, in Ngxalo Street, Joodsekamp, Knysna. The provincial Serious and Violent Crime unit is investigating murder and three attempted-murder cases. Tsengwa suffered multiple gunshot wounds and was declared dead at the scene; one passenger was reportedly shot in the arm and taken to hospital. ![]()

No arrests had been made, and the motive remained undetermined. No case number or confirmation that the Political Killings Task Team has the docket was reported.![]()

ANC member Phumla Thole described the killing as shocking, while DA mayoral candidate Levael Davis called for arrests.

Knysna Municipality faces renewed scrutiny amid governance turmoil, suspended manager and calls for accountability![]()

Knysna has made headlines again for all the wrong reasons, after corruption allegations at the municipality were referred to the Hawks on Tuesday, 4 August 2026. The referral was confirmed during a briefing by the Western Cape Department of Local Government, Environmental Affairs and Development Planning to the Standing Committee of Provincial Parliament, with officials saying the matter involves allegations of financial misconduct by public representatives and municipal officials.![]()

The move comes as Knysna’s governance troubles deepen. According to the department, the municipality remains under a Section 154 provincial support plan after a September 2025 attempt to place it under Section 139(1)(c) administration was blocked by the National Council of Provinces. In other words, Knysna is still being watched closely by provincial authorities, but the political and administrative instability has not gone away.![]()

The latest referral to the Hawks is significant because the allegations are not being treated as an internal human resources matter. They are serious enough to raise the possibility of criminal wrongdoing, and the Hawks will now determine whether charges should follow against those implicated. That approach reflects the scale of concern around governance, oversight and consequence management in the municipality.![]()

News24 has also reported that Knysna is one of four Western Cape municipalities caught up in a wider pattern of fraud allegations, Hawks probes and leadership problems, reinforcing the sense that the town’s troubles are part of a broader municipal crisis in the province. For residents, however, the immediate issue is simpler: will this time be different?![]()

There is already a long trail of warning signs. The SAPS confirmed that a Knysna municipal general assistant was arrested by the Hawks in June 2025 after allegedly taking money from two members of the public in exchange for promises of employment at the municipality. The Auditor-General has also flagged persistent weaknesses in governance, oversight and consequence management, including irregular and unauthorised expenditure. Those findings have added to public frustration over the state of the municipality.![]()

Knysna’s leadership picture remains unsettled as well. The municipality’s current municipal manager, Dr Lulamile Mapholoba, is on precautionary suspension pending a disciplinary hearing. His suspension, first announced in February, was linked to allegations involving a security tender, and his absence has only added to the sense of drift at the top of the organisation.![]()

The latest Hawks probe therefore lands at a sensitive moment. On one hand, it may finally bring clarity to allegations that have circulated for months. On the other, it highlights just how fragile Knysna’s administration has become, with service delivery pressures, leadership instability and public distrust all feeding into the same story.![]()

For now, the municipality remains under scrutiny, the Hawks are expected to dig deeper, and residents are left waiting to see whether the next headline will be about accountability rather than scandal.
